The first phase is almost complete and involved the realigning and increasing the capacity of the Finance department, we are now looking to bed in new refreshed ways of working.

The Head of Finance Treasury and Pensions is responsible for the council’s Treasury, Pension and Insurance functions. This includes leading the teams, designing and implementing strategy and policy, working closely with Advisors and Fund Managers and providing guidance and support to the Pension Fund Committee and Pension Board. The Pension Fund is currently valued at c£2bn and this role will also oversee the management of £322m of Council long term borrowing and around £600m of cash investments.

Key responsibility will include:

  • Liaising with Investment Advisors and Fund Managers to ensure that investment strategies optimise returns for the Pension Fund
  • Providing guidance and support to the Council’s Pension Fund Committee and Local Pension Board in carrying out their duties.
  • Leading on the closure of the Pension Fund accounts, supporting the external audit opinion and deliver appropriate financial returns
  • Managing the council’s day-to-day and longer-term cash flow, investments and borrowings, and the associated risks.

You must be a qualified Accountant with previous experience of managing a significant pension fund ideally in a local government setting. The ability to influence and build relationships with stakeholders and manage a high performing finance team is also essential.
